This picture was taken in a Romanian state institution. These children do not even own the clothes they are wearing - they will be returned to the communal clothes pile when they go to bed. They are happy because they know they will soon be leaving, to start new lives with their new families.

Since this picture was taken, Hope and Homes for Children have closed this dreadful institution and the children have moved to their new homes and are enjoying family life.
